I have the honour to acknowledge the

receipt of your secret despatch of the 2nd.of

April on the subject of the Boycott Ordinance, and

to express my appreciation of the permission you

have accorded me to address you further on the

subject. I now avail myself of the opportunity thus accorded to me to make the following observations, which have been delayed by enquiries as to events in

neighbouring countries, and to appeal to you to

allow the Ordinance to remain on the Statute Book.

2. I venture to think that the third

paragraph of your despatch was written under a

misapprehension of local conditions. There was no

question of the inhabitants in the New Territories

or Kowloon or the Hill District or the villages on

the south side of the island of Hongkong having any

share in the boycott of the Low Level Tramways which,

running along the sea front of the city of Victoria

and beyond it to Shaukiwan, serves only a limited

area of the Colony. Moreover the population of

Kowloon and of the Hill District had an excellent

opportunity of following the example of the inhabitants along the route of the Low Level Tramways, by

boycotting
